The January 2026 salary benchmarks and qualification changes move the line for borderline applications. What a candidate needs to score and where the margin now sits.
- Foreign Worker Levy
- COMPASS points framework for Employment Pass
- Does CPF apply to all employees in Singapore?
The structural complexity that matters operationally sits in workforce composition, not tax rates: CPF is mandatory only for Singapore Citizens and Permanent Residents, capped against an Ordinary Wage ceiling of S$8,000/month (2026), while foreign employees on an Employment Pass are excluded from CPF entirely, and S Pass or Work Permit holders instead trigger a separate Foreign Worker Levy paid by the employer outside the CPF system. A company with a blended local/foreign headcount is therefore running two distinct statutory-cost systems in parallel, and total employment cost cannot be modelled on a blended average — it has to be modelled by headcount composition.
What a foreign hire has to satisfy in Singapore. Every figure below is published on the Singapore country page.

|---|---|
| Main work-permit route | Employment Pass under the COMPASS points framework (floor S$5,600/month, S$6,200 financial services; ≥S$22,500 largely exempt from scoring) is the main route for skilled hires; CPF applies only to Citizens/PRs — Employment Pass, S Pass and Work Permit holders are excluded, with S Pass/Work Permit instead subject to a separate Foreign Worker Levy |
| Employer CPF contribution | Up to 17% of wages, Singapore Citizens/PRs only — capped at S$8,000/month Ordinary Wage ceiling (2026); not applicable to foreign Work Pass holders |
| Dividend tax | 0% — one-tier corporate tax system, dividends exempt in shareholders' hands (residents and non-residents alike) |
| Minimum share capital | S$1 (Pte Ltd) |

What makes it complex in Singapore
- Foreign Worker Levy — applies to S Pass and Work Permit holders (not Employment Pass) — a monthly per-head statutory cost separate from and in addition to standard payroll, varying by sector quota and worker qualification tier.
- COMPASS points framework for Employment Pass — — January 2026 salary benchmark and qualification changes narrow the margin for borderline applications; the S$5,600/month floor (S$6,200 financial services) is a minimum, not a qualifying score, unless salary reaches S$22,500.
Does CPF apply to all employees in Singapore?
No. Employer CPF contributions — up to 17% of wages, capped at the S$8,000/month Ordinary Wage ceiling (2026) — apply only to Singapore Citizens and Permanent Residents. Employees on an Employment Pass are excluded from CPF entirely, while S Pass and Work Permit holders instead trigger a separate Foreign Worker Levy paid by the employer, which is not a CPF contribution.
